I found out, compacting flares creates wonderful eyesores. Heres a recipe.
Required:
Expansions: MON (Multiverse of Nonsense), Baadlands
Gear: Mining Dwarf Beard (MON, Unlocked when entering Miningverse), Planter Tools (Baadlands, complete A Growing Population in Fruitopia), Cubot (Baadlands, compact yourself in the compactor )
Procedure:
Flarecube
Create a planter with Planter Tools
Disable Planter Tools in Wardrobe.
Throw a flare into the Planter.
This grants you a permanent flare, because stuff when placed in a planter disables all scripts, meaning the flare never burns out.
Replace Planter Tools with Cubot.
Cube the flare using Cubot.
Uranium is a lot simpler.

Thats how to make glowy stuff! Im pretty sure these can work with different player colors, albeit ive never checked.
Edit: No it does not work with other colors. You will always get green if you directly compact a flare, and you will always get blue if you compact a tree flare
