So I understand you can pre order the Standard or Digital Downgrade editions at the moment. Once the game comes out can you buy the Digital Downgrade after as DLC?

It will definitely remain available post-release as a version of the game that you can buy. It’s essentially a digital deluxe version of the base game.
Soon enough they will probably release the skins separately as dlc. I wouldn’t be surprised if the udders are also made available as dlc.
