It think Microsoft has to buy gAmes to put them on gamepass

No fortnight is also on gamepass for xcloud

So they just need to be in an agreement

They don’t know yet. They currently have a deal with Epic Games to only have Goat Simulator 3 on the Epic Games store for one year but after that it may happen.
